Chapter 3: Role of CCAMLR within the Antarctic Treaty System

Recommendation 3: Work be undertaken with the ATCM to identify priority matters of shared interest and/or responsibility with the Commission, and to enhance collaboration on those matters.

Commission

Annual reporting of observers to the Committee on Environmental Protection and CCAMLR Scientific Committee follow a format focussed on the five issues of common interest agreed at the second Joint CEP–SC-CAMLR workshop (Santiago, Chile, 2016): climate change, biodiversity and non-native species, species requiring protection, spatial management, ecosystem and environmental monitoring.

(2023) Through this engagement CCAMLR responded to a request from CEP XLIV to extend its regular provision of information to CEP to include information on CCAMLR’s marine debris monitoring program (paper ATCM45/IP/6, ATCM46/IP/33). CCAMLR and CEP are planning a second joint SC-CAMLR–CEP workshop on climate change to take place in 2025.

Recommendation 4: Further steps be taken to ensure Contracting Parties to CCAMLR are made aware of and are supported to ensure, where relevant, compliance with obligations arising from the Antarctic Treaty, including relevant measures and regulations established or recommended by the ATCM.

In giving effect to these recommendations, the Panel offered the following ideas for the consideration of the Commission:

(i) establishing a practice of the CCAMLR Chair attending the ATCM and submitting a working paper to the following CCAMLR meeting to identify issues and actions the Commission may need to consider in relation to: (i) relevant measures or regulations established or recommended by the ATCM; and (ii) matters of shared interest and/or responsibility

(ii) better utilising the standing Commission agenda item of ‘Cooperation with the ATS’ to consider these matters, initiate appropriate actions, and develop a report back to the ATCM as appropriate

(iii) holding periodic joint meetings of CCAMLR and ATCM delegates – at a working level – to identify opportunities for coordination and cooperation on matters of mutual interest.

Commission

(2019) The Executive Secretary regularly reports on CCAMLR to ATCM and on ATCM to CCAMLR. The Secretariat has developed a close working relationship with the Antarctic Treaty Secretariat.

(2020, 2021) The CCAMLR Chair and Executive Secretary attended ATCM in 2020 (virtually) and 2021 (in person), presenting information papers reporting on elements of CCAMLR meetings of relevance to ATCM, and papers to CCAMLR reporting on ATCM deliberations.

(2020 – 2024) CCAMLR papers to ATCM reported on CCAMLR and ATCM consideration under CM 91-02 of ASMA/ASPA proposals, designation of special areas for scientific study arising from ice-shelf retreat under CM 24-04, progress in CCAMLR with spatial marine management and marine protected areas, consideration of climate change, ecosystem and environmental monitoring and marine debris.

(2019 – 2024) The Commission and Scientific Committee explicitly considered proposals for new or revised management plans for ASPA and ASMAs with a marine component under the arrangement with ATCM and covered by CM 91-02 and ATCM Decision 9 (2005).

(2024-) SC-CAMLR has engaged with COMNAP, IAATO, and SCAR to coordinate advice and response to HPAI in the Convention Area and coordinated this advice through CEP and ATCM.
