Non-Contracting Parties (NCPs)

One of the objectives of the Catch Documentation Scheme (CDS) is to promote cooperation between CCAMLR and non-Contracting Parties (NCPs) in the voluntary implementation of the CDS. Without the cooperation of NCPs that trade in toothfish, the effectiveness of the CDS is significantly undermined. NCPs that harvest, land and/or trade toothfish while not cooperating with CCAMLR by participating in the CDS can cooperate with CCAMLR in several ways:

  • by monitoring toothfish trade through limited access to the electronic CDS (e-CDS)
  • by becoming a non-Contracting Party cooperating with CCAMLR by participating in the CDS
  • by becoming a Contracting Party.

NCPs cooperating with CCAMLR

NCPs that harvest, land and/or trade toothfish may write to CCAMLR and request limited access to the e-CDS to monitor the trade of toothfish in their country. Colombia, Singapore, Thailand and Mexico have been granted limited access to CCAMLR's eCDS to verify export documents and issue re-export documents.

NCPs not cooperating with CCAMLR

In 2023, 13 NCPs have been identified to have traded greater than 1 000 kg of Dissostichus spp. over the previous three years which are not currently cooperating with CCAMLR by participating in the CDS. The NCPs are Bermuda, Cambodia, Dominican Republic, Indonesia, Kuwait, Malaysia, Maldives, Philippines, Qatar, Saudi Arabia, Türkiye, United Arab Emirates and Viet Nam.
