Сингапур обратился к АНТКОМ-XXXVII с просьбой о предоставлении ему статуса Недоговаривающейся Стороны (НДС), сотрудничающей с АНТКОМ путем участия в Системе документации уловов (СДУ) видов Dissostichus.

В настоящем документе приводятся вторая полученная от Анголы просьба об исключении судна Northern Warrior из Списка НДС-ННН судов, приложения и дополнительная информация в поддержку просьбы, представленной Анголой в 2018 г., которая поступила в требуемый МС 10-07 срок. Приводится краткая исходная информация о включении данного судна в Список НДС-ННН судов в 2016 г. На АНТКОМ-XXXVI Ангола попросила исключить судно из Списка НДС-ННН судов, однако Комиссия решила, что потребуется дополнительная информация и судно осталось в списке. В настоящем документе для ознакомления всех участников совещания, включая наблюдателей, приводится представленная в 2018 г. информация.

Following the submission of a first draft Conservation Measure for establishing a MPA in the Weddell Sea (WSMPA) to CCAMLR 2016, Germany has carried out further work on the WSMPA proposal and the EU has submitted a revised CM proposal to CCAMLR 2018.

This document is based on similar documents submitted to WG SAM 2018 and the CCAMLR Workshop on Spatial Management (WS-SM-18). It intends to inform the Working Group on Fish Stock Assessment about the following revisions carried out to the WSMPA proposal, which would fall under the remit of, or might be of interest to participants at FSA 2018:

1. Unifying the previously two separate WSMPA parts into one coherent WSMPA by closing the gap on the eastern coast of the Antarctic Peninsula;
2. Adjustment of the habitat of adult Antarctic toothfish in Statistical Subareas 48.6 and 48.5 because of further analyses and modelling of the habitat of adult Antarctic toothfish;
3. Establishment of scientific reference areas in Statistical Subarea 48.6 for monitoring the effects of harvesting on Antarctic marine living resources and for achieving the WSMPA specific objectives.
4. Changes to the WSMPA Management Plan and the WSMPA Research and Monitoring Plan, inter alia, by taking into account the outcome of the CCAMLR Workshop for the Development of a Dissostichus mawsoni Population Hypothesis for Area 48.

The document also informs FSA about the advice given by SAM 2018 and WS-SM-18 as regards the establishment (number, location and size) of unfished scientific reference areas in the habitat for adult Antarctic toothfish in Statistical Subarea 48.6 (see point 3 above). These reference areas could be used for comparative studies into the potential impacts of D. mawsoni fishing operations on the ecosystems and food webs, of which this species is a part.

The research of Dissostichus in Subarea 88.3 carried out by Chile in 1998, New Zealand in 2005, Russia in 2011 and 2012 and the Republic of Korea in 2017 and 2018. It was noted that no tagged fishes were recaptured during the previous research activities. Studies are planned to be conducted from January to March, as ice conditions permit. It is planned that the number of longline sets will be 60 in four Reserch Blocks. It is planned to complete the study for Dissostichus spp. in Subarea 88.3 within 3 years.

The four years of survey and observations of Dissostichus spp. in Statistical Subarea 48.2 on board the Ukrainian vessel SIMEIZ. Survey was conducted in accordance with the recommendations of the Scientific Committee and Commission. Obtained data will be used for the future biomass estimation of the target species and making decision for the possible future fishing on that fishing ground.

Ukraine proposes to carry out a scientific survey of Dissostichus spp. by bottom longline in the eastern part of Subarea 48.1.

In 2017 SCAF directed the Secretariat to undertake a review of the implications of recent changes to the UN Common System of Salaries, Allowances and Benefits published by the ICSC. The Secretariat undertook this review, extending it to a general review of the application of the ICSC scheme by CCAMLR and by other relevant international comparator organisations. CCAMLR is mostly in line with ICSC and comparator practice, but some changes to CCAMLR’s treatment of travel and appointment, health insurance and education allowances should be updated. These updates, if implemented as proposed in this paper, represent a cost saving for CCAMLR.
