CCAMLR

Abstract  

This Background Paper reports on the various activities conducted by SCAR that are of potential interest to CCAMLR, with a focus on new activities.

The book on Antarctic Climate Change and the Environment (ACCE) was published in October 2009 and the Southern Ocean Observing System (SOOS) planning document has been finalized, the implementation of which will be supported by a Secretariat hosted in Australia.

Two new potential Scientific Research Programmes of relevance to CCAMLR activities are under development: Antarctic Ecosystems: Adaptations, Thresholds and Resilience (AntETR) and State of the Antarctic Ecosystem (AntEco). SCAR now has an Action Group on Ocean Acidification and an Expert Group on Antarctic Climate Change and the Environment that will produce annual climate updates to both the ATCM and CCAMLR.

The SCAR-MarBIN data portal continues to gather information on marine biodiversity in the Antarctic, and the CPR Survey continues to grow with more countries contributing, particularly Brazil.

A joint CCAMLR/SCAR Action Group is proposed in order to improve the strategic partnership between the two organizations.

As directed by the Commission, this paper reviews all CCAMLR’s translation needs for the 2001–2008 period. Note is taken of the growing translation demand in terms of the number of pages requiring translation annually and the increase in translation complexity. Trends in Secretariat translation costs are also provided. The context provided by the review is used to identify four areas for attention by Members in considering how translation service delivery and standing may be sustained into the future. The four areas identified deal with growing translation requirements, translation timing, Working Papers and the Secretariat’s Translation Capacity. Focus is given to prevailing circumstances in 2008 as required by the Commission.

A la demande de la Commission, le présent document évalue quels étaient les besoins de la CCAMLR en matière de traduction pour la période 2001–2008. Mention est faite de la demande croissante de traduction, en termes de nombre de pages à traduire annuellement et de complexité accrue des traductions. Les tendances des coûts de traduction pour le secrétariat sont également fournies. Dans le contexte établi par l'évaluation, quatre facteurs sont portés à l’attention des Membres pour examiner comment maintenir à l’avenir la prestation et le statut du service de traduction. Les quatre éléments sont les exigences croissantes de traduction, les délais, les documents de travail et la capacité du secrétariat en matière de traduction. L’accent est mis sur les circonstances de 2008, tel que l’a demandé la Commission.

По указанию Комиссии в данном документе рассматриваются все запросы АНТКОМ по выполнению письменного перевода за период 2001–2008 гг. Учитывается растущая потребность в письменном переводе в плане количества страниц, которые требуют перевода каждый год, и усложнения переводов. Также представлены тенденции изменения расходов Секретариата на перевод. Предоставленный обзором контекст используется для определения четырех областей, на которые странам-членам следует обратить внимание при рассмотрении того, как можно обеспечить устойчивое предоставление и статус услуг по письменному переводу и в будущем. Четыре идентифицированных области касаются растущих потребностей в области письменного перевода, сроков выполнения переводов, рабочих документов и переводческого потенциала Секретариата. Внимание концентрируется на обстоятельствах, преобладавших в 2008 г., согласно требованиям Комиссии.

De acuerdo con las directivas de la Comisión, este documento examina las traducciones requeridas por la CCRVMA durante el período 2001–2008. Se toma nota de las crecientes exigencias en materia de traducción en términos del número de páginas y la complejidad de los textos. El documento describe las tendencias en los costes de traducción para la Secretaría. En el contexto de la revisión, se señalan cuatro puntos que deben ser tomados en cuenta por los miembros al considerar cómo se podría mantener el servicio de traducción y el estatus de las traducciones en el futuro. Los cuatro puntos se refieren al aumento del volumen de traducciones requeridas, a los plazos de entrega de las traducciones, a los documentos de trabajo y a la capacidad de traducción de la Secretaría. A pedido de la Comisión, se ha dado mayor énfasis a las circunstancias imperantes en 2008.
